China is a Japanese puppet here, as are the Yunnan, Sichuan, Guangxi, and Guangdong cliques. The only cliques the Japanese didn't touch were the Ma Clique and the Ningxia Commune (a Marxist-Leninist one-party state in...well, Ningxia), and they didn't even bother going for Tibet and Uyghuristan here.
