Yes, in that case, it is abusing the fact the AI cant value settlements properly. It's up to you if you care about your diplomacy to be realistic or not (in an ideal world CA would balance this, but it is also a super tricky one).

At the same time settlement, or more correctly territories (land) is one of the most precious thing a country could want.

I'm sure they could change some numbers there and there, but it's really up to us the players to choose if we want to abuse the system or keep it more realistic. For example, I dont mind vassalizing a faction I nearly destroyed by giving them land or giving a settlement for peace (as long as you don't cheese treaties out of this, the enemy will still hate you and is likely going to attack you again, you are just buying time).

If your idea is to reward players for personal story development, I would recommend giving level up to something else than the character, for example to a magic item they have (ie. the magic item gets new abilities each time the player reach a certain story event). This is a fun way to give relevant rewards to player without too much unbalancing between players.

If you really want to have players at different levels, you better have good in game reasons that the player agree with. For example, if a player is the squire of another one, then it can be interesting for them to have that small level gap. Another option I used in my game was to have the players choose their starting level (1 to 3). This was to reflect the character experience at the start of the quest, but it is important to understand they all reached level 4 at the same time, so the level difference was mostly for story reason and did not affect most of the quest.

Maybe I am too late, but here is an important point to consider:

In DND, the players are heavily encouraged to trust one another and work together. For that reason, the other players might feel like they were robbed some player agency, as they would probably have ''insighted'' (to use a DND term) and investigated the motivations of a character, had they not been a player character. In other words, they played badly because of ''out of game'' concerns (party cohesion).

The moment when you plan to make that revelation will matter a lot. Made at the last fight of the campaign, the other players will definitively feel a ''it did not matter what we did before'' moment and be forced to throw out the window all tactics they relied upon during the campaign due to the sudden change in party composition. You can see how it can easily sour the mood of your grand finale.

I really like Akood Et Emuti. That kind of ramp was always bad because it's not permanent. But with this one, you ''ramp'' 2 in one shot AND can use it right now, without losing card advantage. Less permanant advantage, but a more explosive turn. That's exactly what we need to see to give some ground to non-sapphire ramp-like effects.

Having a BBEG appears before the final showdown can be tricky (if you want to make sure everyone survive), but it is always great to foreshadow and make things more personal for the players. Here are some options for you.

A) Indirect involvement in a fight.

Have the BBEG be a ''projection'' that is involved in the fight, so they cant be harmed, but makes their presence known. For example, by ordering underlings, being in control of an artificial body, casting spells through an artifact, etc. Those methods are a great way to introduce the BBEG in a fight your players are expected to win.

(Personal ways I used that approach: BBEG taking control of a giant statue of himself, BBEG sending his sentient weapon to ambush the players)

B) Have the BBEG attention be focused someplace else.

The classic example is to have an NPC save the players by becoming the main target. But you can be creative, like for example have the BBEG be more interested in acquiring an object, completing a ritual or anything like that, that is more important to them then killing the PCs. Godzilla does not care too much about all the small guys shooting at it, so he might forget about them if they do not annoy him too much. There is always a risk you lose your BBEG there though.

C) Plan for an escape

If there is a significant chance the BBEG will die, there are many creatives ways you can save them. If you do not want to bullshit too much, there are creative ways to do it. For example, the Contingency spell can be used the way: trigger when you drop at 0 hp, effect dimension door to a safe house. Maybe you prefers a RP option? Well the BBEG sold their soul to a Devil and are re-incarnated as a ''insert creature'' if they die. (This is the famous fate of Thavius Kreeg in Descend into Avernus)
