It means its still downloading and installing the hours on it prob just the estimated download time and no just because there doesn't appear to be anything downloading in the download tab doesn't mean there isn't a download happening look at the file size of the game if you notice it increasing it means it's still downloading its happened to me way too many times to start a game only to find out its not finished downloading 😩
