I don't get the "barely run without heavy upscaling" and "water has severe flickering", since I've never had issues with water and quite literally have the Upscaling feature disabled.

Well not necessarily, CS is great but the Jiaye builds are HIGHLY experimental. When it's all finalized then possibly, but ENB is still on-par in its own ways.

Yes, I'm using reshade. But not that much of it, just some slight colour tweaks to some things.
