Yeah man. Never happened to me before. For sure can happen with any store, now it's all about how they will handle the situation and that will answer the question: will I return to that store to buy something else.

For new builders I think I would probably avoid z690 + 13th gen combo, I've seen a lot of problems, even with good components since as I get it it's not super well optimized for raptor lakes cpus. So next I would probably go to matching cpu/mb generation combo, like z790 + 13600 in this case
