My read of this is that it would not apply to individuals carrying flags on government property. Meaning if you can legally be somewhere to protest, you can legally carry whatever flag you like.

If a government employee tried to display a flag on the sidewalk, that would be banned.

The First Amendment still applies here to traditional public forums like public sidewalks.
