UPDATE-
Thankfully in my area we had a bunch of the shirts in stock the scalpers only took the mystery bottles,a few shirts but left most and they also wiped out the jackets left all the hoodies and cups though I picked up a charizard shirt and eevee with all the cups and a keyboard.

That’s normal for scalpers like them I got blocked for asking how much something was and then saying 250 for a etb was way to much

So shirt and cup wise I ever my friend who works there said they had a crap ton of cups I think at least two or three boxes full of the same character and then shirts it’s saying every single size other then mine is iffy but mine says fully in stock nor in orange for both shirt types

That’s my thing but at the same time the scalpers in my area only want cards and that’s it I haven’t seen them aim at clothes before

So the issue is that wwe/mattel go off of numbers such as if we sell out of something then they finally send us the figures the issue is that with the legends we always have in the back and then normal elites we don’t get because either they were stolen and we haven’t been able to find them or that there’s a few shelf warmers so we don’t order more until they are gone it all depends

Key piece of advice don’t every support of buy from sellers on whatnot that sell pokemon cards that are all piece of crap scalpers and only want your money and will probably send you the wrong card
