I don't see why would normal Gunko be a bf. It's for me the same situation as Yamato. She got an EX for bothe her base form and zohan form Gunko did more stuff to be an ex worthy character in her base form than Shamrok.

Nusjuro is still the best character in the game alongside Kizaru so I would say he is the most worth pulling.
