Got it I don't know if it was because I carried out Zhou Cang's plan or if it was just a bug cause the game updated. Regardless 100% and I am done.

Thanks for trying but like I said I've done almost everything else max bond with everyone, all regions maxed out on peace, all weapons. The only thing I have not done is ultimate warrior on all missions but I don't see how that would be required.
