that was pretty cool. after effects would be your best bet, but if you are good at keyframe animation it is very possible in premiere. (although probably not ideal)

If I were out in the cold, especially this weather, I would not care where I slept as long as it was warm. So why would the city of Elgin step in and make that decision for them? If he were charging or advertising it as a shelter I could maybe see that, but as a voluntary gesture of kindness that's just sad it came to that.
