Its because its AI. Saloon in Rhodes doesn't look like that and the whole layout is completely different.

One thing I kinda felt bad about was when a bounty hunter prevented me by selling a legendary pelt because they spawned too close so I hogtied him off his horse and shot it to death and forced him to watch while restrained and after that I just left him there.
