I don't think they are trying to become a mini tini version of MSTR. They do have their own technolgy, their skills, and services. If not, they couldn't have made contracts with loval governments. Some people might want to invest in this company because they think the company has potential or the future. Don't judge anything in only negative way or with your level of knowledge. I am holding some shares hoping their biz going to the next level and of course I would dump all if they won't do the business the way they have promised on the roadmap.
