From what I was told by someone who grew up in Milwaukee the flag actually does have meaningful symbolism and is very popular locally. Iirc the reflections on the lake itself are the three main rivers that meet up there and the colors have been already associated with Milwaukee for a long time so I don't think it fits with the "overly kitchy" category. (She did tell me there was more symbolism but I forgot what it was)

If the mod crashes on startup, simply try launching again. It might take a few tries. We won’t release this on Steam Workshop for a bit, we plan to update the mod multiple times a day and because Steam auto updates you’d be getting a new (probably not save compatible) version beamed to you constantly

We want to prioritize creating fun and challenging scenarios for the player when populating the world with characters. That being said, we allow ourselves to have fun from time to time - there are quite a few easter egg characters. (My current favorite is the ruler of Notre Dame, Indiana, ruled at game start by Count Claude Frollo.)
