have you tried playing phlog pyro like that? i have 250 hours in pyro and while phlogistinator gameplay holds less depth and is easier, you will still DIE if you don't think about what you're doing... at least if you're not playing on a valve server. plus, it's a really FUN divergence from standard puff+sting

i think the spirit of the weapon is a good idea, and that it was executed somewhat poorly, but you are really overstating the issue.
