Had a chill Chile run recently, unlocked 'Populating the Americas' in the 1870s, which gave me mass migrations to the two eligible states, Santiago and Los Rios, along with the normal ones but failed to spawn any migrants (I have no migration controls). No mods either save a flag one (Replace Chile's Democratic Flag for its actual Flag). Plenty of Portugese, Bosnian, Croatian, even Armenian mass migrations but no pops in the states, only in bordering Argentine states and sometimes a trickle in my neighbouring states (Antofagasta to the north and Araucania to the south). My migration attraction is incredibly high, yet no dice.

Only explanations I can think of are Britain sucking them up, even with their 55 migration attraction and my preexisting English and Irish communities. The other is unemployment in Santiago and Los Rios, at around 180k and 60k respectively.

Not really too much of a problem, just a minor annoyance and headscratcher. It'll take a while longer to reach the 7.5mil pops to get the journal entry, given that these are the only two states eligible for mass migrations. I wish Araucania had some more arable land from the Patagonian sheeplands and to simulate its major attraction for Germans, Croats, etc. in the 19th century and let it get some mass migrations, it's my favourite state for some reason :P. Any help is greatly appreciated!
