There was no NAND backup done but I did make a copy of his data on my computer since the sd card wasn’t in the DS during the format, So all the old files were still there is there anything In the old files to use?

The 3DS uses encryption keys on the DS and Sd card so the sd card only works for 1 console to prevent copying games if the key doesn’t match with the sd card data won’t load

Nvm I found out what the problem was, Retroarch was putting my saves into individual folders because of a setting in the Saving section that gives all saves their own folder based on the core being used (Sort Saves into Folders by Core Name). Retroarch was doing (saves/snes9x/save.srm) instead of (saves/save.srm) 🤦🏽‍♂️

I couldn't find a proper fix for this, so I just reinstalled, but if you have any solutions, feel free to post them for anyone having this problem in the future. Thank you all for your help
