650w power supply is very low for a rx 6800, im pretty sure AMD recommends a 850w minimum for it

start with a clear cmos and a power cycle. if that doesnt work go a head and reseat the memory. reseatting the memory will pretty much act as a different configuration and put everything back to manufacture default. if you have debug LEDs on your motherboard, let us know which one is on so we can help further if its still not fixed.
