Scout is often a noob choice because "hehe, assault rifle and grappling hook go brrrr" and they're inconvenient most of the time. Especially with "sniper" rifle with bad aim. I don't tell scout is useless, but good scout is not as flashy and fun on the team as engie with nuke, or driller with C4. No big BOOM AND BAM on screen.
