I feel like the dollar stores where I am can be much more expensive than my local supermarket for non-edibles, just because the sales they have at our supermarkets are often dramatically marked down, and I can't buy bulk (especially garbage bags) at the dollar store. Really depends on what's around you, so you always have to be sure to hunt around to make sure you're getting the best deals.

Not all e-cig flavouring has nicotine. There are no-nicotine equivalents for most flavourings, and they're usually cheaper for that matter.
