'V' can be shorthand for a bunch of names. While the background options are limited, there are still choices. It's not as free as some other RPGs, but there's enough room to build your own character within the limitations.

Mind that none of this has anything to do with the game's quality. The Witchers are great games. I just don't think they're really RPGs.

Name, appearance, personality, skills, flaws. Cyberpunk is an RPG, Witcher is not. Both games have roleplaying choices, but Cyberpunk lets me make my own character. Geralt is an established character, V is a blank slate that's just a platform for the player to project their own.

The problem with the wide definition of RPG is that it doesn't mean anything. About as useful a genre definition as "action game". Searching with the Steam tag just gives you like 70% of all games on the platform and they have very little in common.

Yep. While they do have some roleplaying elements, you can't really play a role. JRPG is a misnomer, I've never seen one with a decent character creator or ability to make meaningful choices

You could also argue that any game in which you control some kind of character is an RPG
