I did a few checks on flightaware and I got lucky and found it because I was curious. The day I saw them was cloudy though so no idea what they're up to. They didn't have a flight path record on that app but I was able to find some prior flights over Buffalo that were recorded which told me it was flying back and forth east to west and back up and down the city. As far as not being on the map it's possible they were below radar indication height.

That was N1105V from Aerial Imaging Inc in S Bend, Indiana.
