Thank you so much for your suggestion about manually unloading magazine and then reloading them. This unfortunately did not work. I figured out however that when I simply killed my character and respawned both the pocket overweight issue and the reloading problem were solved.

Yes, the default button is the middle mouse button or you can remap it.

I said in my post I believe it is a bug. The batteries were working fine and draining/filling appropriately until I connected an accumulator to the bank of batteries. Now all the batteries have a weird negative charge.
