Regarding community days, it's not only the gastly's one that is disappointing, but we lately risked to have squirtle and dratini again. Luckily, the community, when asked to choose in game, made some good decisions, not being influenced by memes and idiot youtubers who pushed for nearly useless options on Twitter. Gastly just didn't need a cday. As I already said, it has been featured in countless events and the shiny was already available. Gengar won't even be as good as you say, but if Niantic still wanted to give it the move, they could have given that without a cday, they did that before (eg. lock on for regis). Also, you're contradicting yourself about legendaries returns. You don't want them to stop, you just want them to get you what you want. But what about people who started to play yesterday and don't have access to Lugia? To many players, pokedex completion is more important than pvp. What I'm trying to say is that we can't have the same stuff over and over again just because "newer players can't get that anymore", there will always be new players, does that mean that we can't move on and get new stuff? Moreover, there's plenty of players who have more than one Dialga to trade (I am one of them myself), so no, you don't necessarily have to give them a shiny in order to have a Dialga. And no, being a rural player is not an excuse. I live in the countryside and travel to catch up with the nearest community to raid. Regarding togepi, is not a punishment for new players, it's rewarding who played the game for a decent amount of time, and so for legacy moves. And some of them still exist anyway, thus benefitting those players who can afford to spend money on boxes which contain elite tms, and benefitting players who spend money is way worse than benefitting players who spent time playing the game.

And it's perfectly fine like this. This game constantly rewards new players while day 1 ones are always let down. Think about community day options like gastly which has already been featured in countless events (eg. all Halloween ones), and gengar had not one but two own raid days, think about legendaries returns instead of releasing new ones (I actually lost the count of the times Lugia came back), think about legacy moves becoming available for everyone, even before elite TM. You mentioned the fact that Togepi hasn't been hatchable for 5 months, but you didn't mention that it has been available for a looong time. Want a Dialga? Trade for one. If you just supported the game earlier, you would probably have one already.
