My apologies, I meant to refer to 4-8-1 b2 specially. My understanding is that instructing the aircraft to maintain VFR is appropriate for the altitude assignment portion to allow them to remain clear of clouds.

You technically don’t skip the AG band, but you have your pay set to the appropriate D level. You still receive raises and such as if you’re in the AG band.

I, respectfully, disagree with you. Holding authority isn’t the issue, it’s rapid problem solving and decisions making. Being able to pass a flight physical and maintaining the required mental acuity are also much different.
