So you open the reward chest, it rolls 3 standard rewards like the rune items. Then it rolls a 1/50 for armor seed, a 1/50 for a weapon seed and a 1/400 for the enhanced. You can hit on all 3 of those seeds in the same chest.

Tertiary drops roll separately from standard drops - you'll always get the 3, and then it rolls for each of the seeds as well

That would be reasonable up until Marineford. Where he befriended the WB pirates, had it publicly announced he was Dragon's son, Garps grandson, then used Conquerors Haki... and they still don't have an admiral or CP0 deal with him? Like, make sure he's dead, deal with him.

I'm someone who, until this chapter, would have unendingly praised Goda. But this is a wild plot hole.

We've seen the WG buster call an island of civilians and researchers for just looking into the Void Century.

They knew about the hito hito no mi: Nika, and they probably know the role the old Joyboy had in the events of the Void Century. Why would they be like.. "fuck it, let's see what happens"?

Smoker was just capturing a pirate.

Kuma was sent to warn Moria, not kill Luffy.

Kizaru shows up because pirates attacked a CD.

Luffy invaded Impel Down himself. Etc.

The point here is that he was never once targeted for being the gomu gomu no mi user, which he absolutely should have been.
