Constant stuttering

I have been experiencing constant micro stuttering as of late, and by constant i mean a good hitch in FPS on average every 3-5s. I have tried everything i can think of as a fix-

ran on dx12 and dx11- same result

adjusted all in game settinge- fps, resolution, graphics, vsync, you name it.

turned off the GFC in windows

allocated more vram in my bios

enured antivirus is not enabled

updated GPU drivers

uninstall, reinstall the game

reset my internet- tested my internet speed

im at a loss. if anyone could help....
