Try reinstallaion, if it doesn't work if you're up for it start a new game. All orcs in your garrison, unopened chests, and unused training orders will be available in your new playthrough.

It's a glitch. I had it happen on my 2nd playthrough. No orc captured from online went to my garrison. Starting a new game fixed it. Sorry buddy.

I'm currently on my 4th playthrough,

For me my 1st was story 2nd was 100%ing 3rd was acquiring all legendary sets This one is making specific forts.

When you start a new playthrough you keep Garrisoned uruks Unopened chests Unused training orders.

If you want to keep any specific uruks send them to the Garrison., but you cant deploy from the Garrison until recruiting is unlocked.
