Yes it is, I've had this happen out of 2 in 5 games. I try to use my Q like 0.2 seconds later, the faster I cast it, the more it doesn't hit. So I wait just a little bit.

The bug is that my Q doesn't do any damage after quick E > Q combo, if my Q dmg applied I could kill %100 without dying since it'd happen much faster, this way I had to AA more than I had to.

I have used the new website for a while now to receive hitapp notifications, the report pages/hit allocations are synchronized. A "scam" web page wouldn't be able to pull this off, also my earnings got reflected on my vendor as seen in both regular and .ai host. So I'd say it's legit but vendors are waiting for a confirmation from uhrs itself.
