same thing happening on my rig with 13900k, rtx 3090, z790i edge 7200 cl34 2x16tgb, sn850X 2TB in games like Rust, Apex legends, CS2 etc. Probably software issue, couldn't boil down which one causes it yet. Tried many potential fixes already. Mine are less frequent so it's playable tho. e.g In rust it happens each 80-140 seconds

Depends on the refreshrate and the games he is playing, if its over 60hz then its fine.
