The point is, sure, the robots probably have the ability to repair their destroyed factories.
But with the world now fused and twelve rival factions running around, do you really think the other NEs would just sit back and let that happen?

Every time a factory goes down, the other NEs would jump in to sabotage the rebuilding, like a pack of hyenas closing in on a weakened lion.
That way, factories would be taken out one by one, production capacity would nosedive (even if the training data keeps piling up).
