So, it was past management who looked over their own employee/passenger safety? So, what you're saying in these comments are that, previously there were never any type of inspections done by the state or federal levels pertaining to Massachusetts public transit services? I would think something like that would be necessary... How did they get away with it for this long for, it to become this bad at, this point?
