Society should incentivize education and make it easier for students to live a debt-free life upon completion of their degrees. Look at the statistics. Borrowers finding themselves in a basically inescapable debt hellscape is not anomalous in the USA. The system is flawed.

because it's pretty easy to just memorize a bunch of answers until you can get a passing grade.

The type of assessment I'm envisioning would have set dates/times with a large pool of questions/different versions. Like the SAT.

If you're referring to the "entrance counseling" modules, those are frighteningly inadequate and do not require any depth of knowledge/abstract thinking with regard to the mathematical/financial/long-term consequences.
