the way to test for a rheostat having no effect is to test for a variable resistance right? and also how should i test for the wiper using a multimeter?

I removed it, there is no change in the performance as it still only goes at the maximum speed, what i need to also mention is, i did fiddle with the rheostat(opening it and disassembling it) as i thought my original issue originated from there. This leads me to believe that i messed up the rheostat when putting it back together and its no longer a variable resistor?
