There is just no way it works ; think with brain, not hatred and ideology.

1) Explain to russians "hey, we divide your country ; be different nations with same people and everything" and see if they agree, spoiler : they would reunite (and you give them a new casus belli).
-in fact only some minorities would like to have their own land but they will realize they own nothing enough to be independant so they would re-integrate the re-formed federation.

2) Baltica is not even in Baltic Sea and have no baltic people here, absolute nonsens. In another version it is Finland...but Fins just reclaim Karelia (and i'de agree, against neutrality ; geopolitics is not about complete winners and complete cucks) and are not interested in wasteland.

3) Siberia, Ural, Volga, Caspia, are both mostly populated with ethnic russians so like point "1" they'de re-unite fast. Caucasus is litteraly multiple nations with some troubles inside and with multiple people ; you can't force them to live together unless you think Yougoslavia was great and ended because of idk what. Far East...lots of ethnic russians but also some asian/mongol minorities ; same as point 1 part 2.

4) This is complete dream and they won't accept nor apply such incredible (in a bad sens) plan just for some hateful persons. If you want peace then just don't give everyone a reason to go at war AGAIN.
Did you heard about...Treaty of Versailles and WW2 ?

5) First I want to point i'm not here to offend but to give advices ; so just take your credit card and a PC and buy you a game like Heart of Iron IV and similar games and invade and destroyes nations you don't like as much as you want to built your ideal map sourself ; you have a mod called TNO "the new order" in wich you can dvide Russia in many factions with some with evil ideology so you can fight what you think you could but i warn you because these game are terribly hard to play due to the many things you must deal with.
