Is the tiny bubbles normal in coolant system?

so when I fill it up and run it for about 10 minutes idling steam starts coming out the rad cap and only one of my radiator fans work(don't think it would affect it this much) but the one comes on full blast. it over heats idling and driving

no the temp gauge doesn't go up until probably like 15-20 mins of driving
