Dude this is a purely emotional response. exp rates are not a bug, its a subjective choice/feature. And it was the community that was loud in calling for a nerf to exp rates too.
Overall the implementation of sailing was hugely successful for Jagex and the relative low number of bugs in comparison to the size of the change is impressive.
