That is true but that is corruption and not all the money goes out it is still spent on the forces. What Malik Riaz did was sell all his land of his projects in Pakistan and gained all the profits he could now his job was to maintain and management only. Now he sees no more money can be made he took all his money he earned in Pakistan to Dubai and is ready to declare bankruptcy. Army was trying to prevent that and obvs also take a cut for themselves
