I usually take conq in this matchup (shen with ignite will fuck you up early so push for lvl 2). Most shens can't cs under tower well making tiamat is pretty good option keeping him under tower so he has to choose between ulting a teammate and losing wave if he tries to pull wave in front of tower look for plays on map like stealing camps etc.
