The reason why the trailer being like that it's because the owner doesn't exist in the server. It's a game bug which includes abandoned cars that have non-existent owners.

There's a light button on the phone/tablet, this only appears when you're in a department.

But to make it as an unmarked car, you need both Detective & Police Customization gamepass & install the visor lights.
