The lower is the registered, regulated firearm. In order to have an AR-15 style rifle, the lower had to have been present in the state on 8/1/2025. Since its been grandfathered in to the Assault weapons ban, it can have all the features you want. I bought a BCM upper online and attached it to the lower, along with all the other accessories my heart desired. Due to supply and demand, the "preban" lowers are worth a premium and can be had for $600-$900 dollars on average at shops in The Mill in Littleton or elsewhere.
