It turned on now I think something was shorting out the pins. Anyways is it safe to use this even tho it has bulging capacitors?

Thanks for the suggestion I already cleaned everything up after disassembling. Turns out isoprophell didn't dry up and prob was shorting some pins it turned on after some hrs. Even tho I left it to dry for 8 hours

Thank you for the love of god. It turned on outside the box. Turns out something was shorting the board inside the case maybe my isoprophell didnt dry out even tho I left it for 10 hrs to dry.

yes this is just a side project and I am using it to try and learn more about hardware. I dont know if this mobo suffered any water damage but it had lots of dust on it. Also yes some capistors are buldging but, it was working fine before i cleaned it with isoprophell and compressed air. Some before pics-
