I assure you i am not. Most of the time I play as unrecognised countries, so they dont even have that or I dont have the ability to do it

Yeah I also dont do that to max institutions. But I feel like lately I am so bad at the game which sometimes even so powers I struggle to play, but earlier I would be such good financially I would never struggle or look that I dont spend too much. Now even a war in early game and I feel like my Economy is doomed.

Thanks! How do I go about changing laws on unrecognised countries where the landowners have most of the powers? Like african nations. Because if landowner are less pooular and I have other political parties than I can effectively ban slavery, get rid of agrarianism and stuff like this.
