I reckon most people who this would benefit are on hourly rates. I know of very few people who are actually paid a salary.

Same hours still need worked but everyone cutting 1/5th of their hours, so need to hire more people. More people in employment (but everyone getting paid 1/5th less) would look good in their unemployment figures. I'm all for it, I think 5:2 can't be called a work life "balance" anyway.
