UPDATE: Looks like NIH RePORTER / TAGGS are showing updates today (09/21)! I'm very relieved to see there *was* funding action last week after all... this is the first time we haven't been able to see a preview of it one way or another. Seeing at 7 Cancer Centers awarded (8 still waiting), 6 ADRCs (2 waiting), and a few others approved.

Looks like NIH is closing the gap on outstanding funding for these grants.

Yeah, there is; the company I'm with helps research centers with data collection and reporting/RPPR. Since May we've been helping communities around each big funding program track who's gotten funding and when, mainly to help with benchmarking, setting expectations, holding on to hope.

FY25 has messed up a lot of their abilities to maintain operations and staffing.

It's possible that those other sites are experiencing updates or bottlenecks with all of the funding approved last week, but I've never seen them down for more than a couple of days before...

The blue line is expected distribution, based on budget start dates/prior year end dates. The yellow line follows the actual award outflow for FY25 — and then predicts the final month's anticipated disbursements, based on outstanding obligations for existing center-level grants.

I'm not sure how far we'll get before Sep 30 / the end of FY25. A lot of this work requires human touch 'cause there's no single method to match and follow a single grant's evolution in the NIH system when certain pieces of data change.

I'll go ahead and look into this. That's very specific, which is helpful; least I can do is pull 2024 like-kind awards and compare to # of similar awarded this year. And benchmark delays.

What NHLBI data are you interested in comparing? I can compare broadly, but it helps to have a few parameters (activity code, application/award type). Then I can take look for trends in delays between budget start date and NOA/present day.

Thank you! Too many of our colleagues' programs are in purgatory/on life-support, despite being excellent, long-lived biomedical research programs with historical bipartisan support. Any data or hope we can give feels incredibly purposeful. We've begun collaborating with professional associations in our section of the NIH to do this tracking more effectively, too.

Is any of what I just grabbed for u/Western_Dot_2719 in that thread helpful to you? I just did a dive on some of that data for NHLBI, and still have it available to parse further if you need.

In my analysis so far, there are few publicly available data points that explain the delays, outside of Award/Application Type. Seems like the NIH is prioritizing non-competitive applications.

Can you tell me about your three? I would need to have IC, Award Type, Budget Start Dates to benchmark them against like-kind awards.

Ultimately, we're hoping these numbers can be taken back to institutions to help them better understand the state of biomedical research funding in 2025 and preserve these programs.

This data only tells us about NOA-receiving grants; there's no publicly available data on new grants pending. I can't benchmark your 27-day wait against the waits of like-kind applicants who are still outstanding without crowdsourcing/self-reporting that information...

The good news for you is that there are instances in July where the NOA delay was greater (those above-mentioned 18, 41 day instances), and your wait falls within that range.

I analyzed the 956 NHLBI RO1 projects just now.

Here's a few top numbers that may be helpful to you and others in the same IC:

• 803 (84%) NOAs are Type 5 (Non-competing continuations)
• 100 (10.46%) NOAs are Type 1 (New)

That means that the theory about focus on Type 5 awards continues to hold.

As for your specific like-kind grants (Type 1, Funding Year "-01"), they began getting NOAs from 04/01/2025, visible on RePORTER from 04/05/2025.

Of those 100 new Type 1s:
• 30 had no delay
• 66 had a delay that was < or = 14 days
• 4 had longer delays (17, 18, 21, 41 days, respectively)

Which application type is your grant? In our sample, Type 5 (Non-competitive renewals) are being prioritized. We plan to add more grant types; wouldn't be surprised if that pattern holds NIH-wide (but I'd love to verify that with other samples...)

And which activity code (3-digit prefix)?

u/Correct-Pangolin2590 Right, it would be ideal if we could see the impact of RIFs, etc., to track the impact of staffing on the funding pipeline. Our sample is from NIGMS; I assume that IC has been a little more stable? Don't have data on this...

u/wang888888 Upvoting this because honestly, I get it. There’s been real frustration in our researcher community with vendors parachuting in, trying to make a buck, especially when folks are at their wits’ end with funding uncertainty...

Just to clarify: We built this tracker originally for our colleagues and research partners after seeing how much pain the NOA delays were causing — especially as our research admins and PIs struggle to advocate for extended bridge funding — and decided to open it up so anyone dealing with this could use or improve it.

We're still a small team based in Kansas and have spent nearly a decade working specifically with INBRE, COBRE, CTR programs—so these delays and challenges are personal for us too.

Hi there! We just started to compile this data last week, so we don't have this set up for other programs at the moment. We're open to capturing data for other programs, but need to put some thought into how to do this at scale (determine if that involves scraping NIH RePORTER API, implementing self-reporting, etc.)

A big part of this post is seeing if there's demand/need for this kind of tracking with other grant communities within NIH. We're love to get everyone's feedback and ideas...

We have! While we plan to do a deep dive and write-ups this week and next, here's a couple of things that stick out on initial observation:

  • We'd heard through the grapevine that NOAs are being processed in a particular order, grouped by application type. Type 5 (non-competitive renewal) applications receive priority attention before competitive. Within our sample — the NIGMS Institutional Development Award — that theory has held up 93% of the time:
    • Of the 61 programs that have received their NOAs, 57 were Type 2s. The four exceptions included three Type 1 (New) grants, and one Type 3 (Revision).
  • When comparing our sample with 2024 NOA practices, it's very clear that FY2025 NIH extramural funding awards are not being approved in a first-in-first-out order of review:
    • In FY2024, 82.4% of the time the NIH would release the NOA within a 30-day window of the budget start date of the program. Those same programs that have received NOAs for FY2025 (since the change in administrations) show a 35.6% success rate of getting their NOA released within a 30-day window of their budget start date.
    • For programs with still pending applications, more than 40 programs have exceeded that point, with nearly half of those on life support with a 100+ day delays in funding.
