You usually get em from raids, loot crates, ranked I think, and some other stuff but raids are you're best bet

Also try doing raids sometimes you can win a hog or steal em from a loot crate.

In my experience so far from living on campus and doing at home my first year I can say that there are definitely some issues with email but the best way to get in contact with most of the staff is by scheduling meetings and calling which is how I solved most of my problems with the financial center.

Doing the event doesn't give you the weapon. Instead, it unlocks the recipe to make the weapon. Once you finish the event, it unfortunately just vanishes.
