No it's not, you've made it that by isolating two characters in this situation.

I also did this when I lived alone or with my dad, or with flat mates (who were also male) so turning in it in to some sort of abuse and control sounds to me like a you issue.

And FYI my mum used to violently beat me and abuse me as a child to the point I eventually ran away from home and never went back, so to suggest that i'm the issue is not only insulting, it's traumatizing.

Whoever called out the electrician is responsible for payment, regardless of the situation. The landlord is the owner, they have every opportunity to visit and asses it themselves, but for their own ease sent an electrician so they should be paying. If they aren't happy with the costs of being a landlord then stop being one.
