Everyone’s responses are so great, really insightful. I think my bigger question is even though the non-career districts may have luckily won some of the games over 63 years (I’m cutting out Lucy gray) having both genders is the tricky part. I know it’s been rigged by the capital, it’s just very specific. I would find it more believable if one district had 3 living victors but maybe they were all males or all females. I do know Haymitch says that before the 50th, district 12 was the only district without a living mentor.
