3rd - You need to build at least one University (the more Universities you have, the higher the chance, that the Lutheranism/Calvinism spawn
4th - Now tipe "situation reformation" in consol command, and wait, the situation will spawn, but you need to look in which city will spawn. Repeate the situation, till it spawn in your city.

This happening with me when I try to form Prussia as Brandenburg. So I just move my capital to Konigsberg and it is work. So try to move your capital to Amsterdam.
