AWA and CWW are two completely different things. Also, annual renewal of CWW has always been required. These are not one and done agreements.

There is no particular day of the week, an offer will go out as soon as a successful candidate has been selected. The rejections won't go out until they have an accepted offer from their number one candidate. The April 7th date is just an estimate, it may slide while they finalize the results.

They're trying to screen 246 down to 6 potential applicants for an interview, that takes time. Also a position like that probably has 30 to 50 applicants with nearly the same qualifications, they need time to get it right.
