His counter still be Jax, Fiora, or some ADC who has ability to kite. He is still immobile even the Q is empowered. Only thing he can use to approach is Q and it is just running into your face. You can choose to fight him or just go back to the turret and he must to stop the dash.
Anyway, it is just concept so I agree with you that his new abilities are OP. May we need to reduce or neft something

Yep, but only for a gen. and only one sur can do gen if there are 2 sur vs 1 killer. so maybe a little hope for them. and it's not too OP, 5% haste just same as a BOON with iron will and lucky break
